shadow monk 6 + any full caster with shadow blade (warlock, wizard, sorcerer). There are 2 at-will teleports, both related to darkness: the shadow monk level 6 ability, and the shadow sorcerer level 14 ability. Shadar-kai is nice, but you probably want an at-will teleport at some point. The important part to me is the ability to teleport a lot. I think most people focus too much on the wrong part of your requested build, the shadowblade.
